Does the affected file exist on your server?

If this file is missing, then it is due to an incomplete installation.
That sometimes happens.
Just run the installation one more time.
This often helps in these cases.
If that doesn't help:
A slightly more detailed PHP bug report would be very helpful to us.
To get a verbose PHP error report, enable maximum debugging in the Joomla administration before reproducing the error:
Dashboard --> Global Configuration, tab 'System', parameter 'Debug System' = 'Yes'
Dashboard --> Global Configuration, tab 'Server', parameter 'Error Reporting' = 'Maximum'
A last resort is an Akeeba backup.
The question is whether you could provide us with an Akeeba backup of the website.
