There is no editable list box, the so-called combo list box.
All options for a multiple selection must be specified in the field configuration beforehand.

In your example, there is the following possibility:
- You place an additional text field directly below the list box with the three options.
- You write a short explanatory user text for the additional text field.
- You can make the text field invisible if one of the three options in the list box is selected.

Details:
The additional text field contains the editable user-defined text (Other Specify - Text box to type).
