Joomla version:
The stable releases of Joomla are usually OK.
If there is an error, which is very rare, there is usually an update within a few days.
If you feel unsure or it is very important to you, you can start developing on J5.1.4 and then update to J5.2 in about a week.
Just wait a few days and see if anything comes up on J5.2 in the meantime.
But by the time you have finished with the new site, J5.2 should definitely be OK in our experience.
I also installed a J5.2 yesterday to test Visforms.
So far, everything looked completely normal.
Visforms version:
Visforms version 5.1.2 is currently compatible up to PHP 8.2. It also says so in the documentation.
Visforms 5.1.2:

This is to be taken seriously and means that 5.1.2 at the time of release
- is either completely untested with PHP 8.3 or
- has known incompatibilities with PHP 8.3.
We are currently working on the new next release Visforms 5.2
This also includes compatibility with PHP 8.3
