the plugin has an explaining text for the settings which you should see, when you hover over the setting label (Allowed Frequency...). But maybe that is not totally helpful for these setting
These settings are specific settings for stopforumspam respectively projecthoneyot
0 is a zero.
stopforumspam returns a frequency of attempts if a user is flagged there as spammer. The plugin compares the allowed frequency with the frequency value returned by stopforumspam (which will always be higher than 0 if a user is flagged on stopforumspam). If you set a higher value, some users which are flagged at stopforumspam with a low frequency will not be flagged by the plugin.
In the case of projecthoneypot the allowed thread rating value of the plugin settings is passed with the request, which "askes" if a user is flagged as a spammer on projecthoneypot but has basically the same meaning as the allowed frequency of stopforumspam. If the setting is set ot 0 each user, that is flagged at projecthoneypot will return a "is flagged" answer. If you enhance the value, only users flagged at projecthoneypot with a higher thread rating, will return a "is flagged" answer. So basically, the higher the value in these settings, the more aggressive a spammers has to be, before they are rejected by the plugin.
