Visforms has a Global Configuration (Options Button at the top right on the Visforms Dashboard). Settings you make in the Global Configuration are used as defaults, when you create a new form. That is the only purpose of the Global Configuration Settings in Visforms.

When you export data, the settings from the Form Configuration are used. So you have to set the separator in the Form Configuration of the respectiv form to comma (,).

I think, that you only changed the setting in the Global Configuration but not in the Form Configuration. If you set the separator in the Form Configuration to comma (,) the csv file is created with commas. I have just tested that again and it works as expected.
